Brief history of the Finnish Embassy in Indonesia

Leopold Theodor Haasmann was appointed to Jakarta, that time the city of Batavia in Netherlands' East-India, as the first honorary consul of Finland 3.9.1923. The aim was to build up an active and direct business relationship with the area. Because of the long distance between the countries and a slow information flow typical for that era, the appointment of Haasmann was not formalized until 31.3.1927, the date when he got his consular exequatur.

Haasmann took care of the consular tasks until he died in 1945. The note of his dead reached Finland only the following year. Haasmann's widow ran practicalities on an unofficial basis until April 1949, when the new honorary consul Cecil David Ricardo, appointed already in November 1948, arrived in Jakarta. The nomination had been delayed because of the political uncertainty in Indonesia caused by the independence process of the country.

Finland recognized Indonesia 10.2.1950 and the two countries established diplomatic relations 6.9.1954. After establishing the diplomatic relations Hugo Valvanne, Finland's envoy in New-Delhi, was accredited to Jakarta.

Ricardo resigned in December 1950 and was succeeded by Jan Besijn, the last foreign honorary consul of Finland in Indonesia. Besijnin left his duty in the autumn 1953, and during the following years Finnish representatives from the office of Kaukomarkkinat Oy in Jakarta were appointed as his successors. These representatives were given the diplomatic status of commercial attaché, too. Commercial visits began in 1968, when a delegation of Finnish businessmen lead by Ambassador Heikki Hannikainen visited Indonesia on their tour in South-East Asia.

The representation of Finland in Indonesia was taken care of by the Finnish Embassy of New Delhi for some 20 years until 1.5.1974, when Finland opened an Embassy in Jakarta. The main reason behind the embassy establishment was the great size of Indonesian economic area and a need for increased and more effective trade connections. The early chancellery was located on Jl. Kusumah Atmaja.

The first resident Finnish Ambassador in Jakarta was Matti Cawén who began his term in December 1974. He was also accredited to Thailand, Burma and Malaysia. The last honorary vice consul joined the Embassy as a commercial attaché. Besides the ambassador and the commercial attaché there were three officials sent from Finland working at the Embassy.

Relations between Finland and Indonesia were advantageous and cooperation moved on without problems. Local authorities were in fact very satisfied with the opening of the Finnish Embassy in Jakarta and reciprocally decided to establish their own embassy in Helsinki. The Embassy of Indonesia in Helsinki was opened in the year 1976.

The mission of the embassy of Finland was to enhance commercial cooperation between Finnish businessmen and Indonesian authorities as well as to spread information about Finland. That time Finnish community in Indonesia was small and consular tasks were very few.

The first ministerial level visit between the countries took place in 1978, when Finnish Minister of Foreign Trade Esko Rekola and his delegation visited Indonesia.

Finnish business life started to show growing interest in Indonesia during the latter half of 1970's. Some major companies, like Nokia Oy, Kemira Oy and Sako Oy, were among the first ones to place company representatives to Jakarta.
